You want Restuss Commendation and are unavailable for PVP, or want to avoid PVP as much as possible but get Restuss Commendation.
This guide should assist you.

Visit the follow building outside of Restuss on planet Rori.
/way rori 4777 80 5788 Rebel Outpost

Have a chat with Lieutenant Olvog just inside.

I can handle it, sir! provides the quest "On the Offense, part II" Halt the Reinforcements 0/5.
(Note each quest may list only a few Restuss Commendation as a reward but when complete provides 20 this is unique to SWG Evolve).

Head down in the bunker and chat with Captain Voldez.

I will get on it, sir! provides the quest "Antennae Sabotage" Blow up an Antennae.

Continue down in the bunker and find Captain Redding and chat with him.

I will do my best, sir! provides the quest "Total War" Crushing the Empire 0/20 (Kill 20 Imperial Soldiers).
(This mission is very explanatory kill 20 Imperial Soldiers anywhere).

At the bottom of the bunker find Captain Klork and chat with him.

I'll get on it, Captain. provides the quest "Turning the Tables" Capture Sensor Array.

First head into the city of Restuss, you will find Rebel and Imperial Faction Troops stationed throughout the city.

Find 20 Imperial Troopers and kill them.

Find an Imperial Antennae and destroy it.

Find a Sensor Array Terminal.
(Note you may not find an opposing Faction Array Terminal if they have all been claimed by your faction).

Click the terminal and stay near it until you get the message "Task completed: Capture Sensor Array"

This completes 3/4 quests please return to the quest givers and pickup there next set of quests.
Return to the Rebel Outpost bunker.

Lieutenant Olvog you did not complete his quest so you will need to wait to turn in the quest.

Captain Voldez after completing the quest "Antennae Sabotage" will now give you the quest "Total War, Boss" Eliminating Admiral Grot.

Captain Redding after completing the quest "Total War" offers you the quest "Total War, Elite" 5 Urban Assault Dark Troopers.
Talk to Captain Redding again and get "Total War" once again in addition to "Total War, Elite".

Captain Klork after completing the quest "Turning the Tables" Capture Sensor Array, will now give you "Ambush!" Ambush Convoy.
DO NOT take the "Turning the Tables" if you do delete the quest and take "Ambush!" since it's easier to repeat.

You should now have been provided a waypoint to Admiral Grot's location, travel to it and wait.

Consisting of 6 waves of Stormtroopers, Urban Dark Assault Troopers, and finally Admiral Grot.
You will complete "Total War", "Total War, Elite", "Total War, Boss" from this encounter.

Now how about that quest "Ambush!"
You can find them starting there convoy around the waypoint below, they will travel around the border of the city heading South West

(Note they will not always be there so do this mission only when you find them around).

Return to Rebel Outpost bunker and turn in the quests

Captain Voldez "Total War, Boss" Eliminating Admiral Grot.
Take the quest again and repeat.

Captain Redding "Total War", and "Total War, Elite".
Take the quests again and repeat both.

Captain Klork "Ambush!" Ambush Convoy.
DO NOT take the "Turning the Tables" if you do delete the quest and take "Ambush!" since it's easier to repeat.
