Proposal: Lower Shuttle Port Requirement (Rank 4 > Rank 3)

With Evolve’s smaller playerbase, reaching Rank 4 is significantly harder than it was on live servers. As a result, there are very few cities with Shuttle Ports, which limits travel options and keeps activity centralized in just a handful of locations.
Lowering the requirement to Rank 3 would:
- Make shuttle access more attainable for active but smaller communities
- Encourage city development without requiring unrealistic population numbers
- Increase travel options across the galaxy
- Support overall server health by spreading activity
Rank 3 still requires coordination and commitment, so this wouldn’t trivialize city progression — it would simply better reflect the realities of our current population size.
This feels like a healthy quality-of-life adjustment for Evolve’s scale.

I haven't seen too many active cities that don't have a shuttle, there are some that are up and coming yeah, but they've been making steady progress. We've already lowered the number of citizens required to reach each level, level 3 for example requires 12 citizens, which is in reality 2 ATK people and their toons. Rank 3 is 24 citizens, so just one more person.

If we try to compare apples to apples when bringing up Live, you could have 2 characters on Live or 3 with an elder jedi unlock. Here you can have 8. Rank 4 on lives was 30 citizens which would at bare minimum be 10 accounts with elder jedi or more if accounts did not have elder jedi. On Evolve you can have 24 which is 3 unique accounts. Its far more accessible to reach rank 4 on Evolve as compared to live.

The staff team is currently evaluating this topic, and we believe we’ve identified some opportunities to make changes and improvements as part of an upcoming city update. While we’re not ready to share full details on everything included in that update just yet, I can assure you that cities across the galaxy will benefit.

its more getting more shuttles on the board, I personally dont see that as a bad thing. But no worries, thanks for getting back
