Make Gcw pvp traps usable in cities and player cities

While I agree it would be more fun for these to be used throughout the Galaxy, this is for a reason. People would abuse these and put mines, traps, flash bangs, etc at the spawn location of every major starport just hoping for someone to load in and move so they trigger. Me, a self-proclaimed shtter of the BH community, would make a lot of people angry by putting down Commando mines in the Starport and surrounding areas of Mos Eisley just waiting for people to load in.
However, I like where your head is at. And I would suggest removing the restriction for these items to be placed in "PvP Restricted Zones" such as Restuss. Or even in GCW city invasions, since those do have the same script to force people overt in the area.
