First off this is the Reactive Heal not the applicable Heal over time.

Does this stack with Entertainer Second Chance Buff, that is does it apply % chance to the Second Chance Buff?

Does it have similar drawbacks as Entertainer Second Chance Buff? Second Chance Buff has a 3 second cool down, does this cool down apply to Reactive Heal?

Does it share the same cool down as Entertainer Second Chance Buff? If they are separate does the cool down on Second Chance Buff effect the Reactive Heal from Doctor?

Well to answer my own question.

It does not have the 3 second cool down, this would suggest that it works separate from the Entertainer Second Chance Buff.

What I do note about it thou is that the amount it heals is more random then static. That does fall inline with the update notes.
"New boxes for reactive heal chance (chance to heal 10% of remaining health when damaged)"
