I meet the requirements but unable to spec into Master Artisan.
Requirements listed 20 points in Artisan, and 4 Points in Engineering I : Tinkering

I have these prerequisites.

From what I've run into, there's an unlisted requirement for all the boxes under Engineering to be filled. After filling them all, you'll be able to train Master Artisan.
