Removed Planetary Housing Restrictions for placing structures
Removed various restriction on where BH droids can be called
Fixed additional unintended ways of earning FRS that are being abused (earning FRS while dead, earning FRS without getting a hit on opponent, same faction FRS gains)
FRS Decay for ranks higher than Rank 4 will have larger decay dependent upon rank
FRS Kills will now grant higher bounties based on rank
Killing another player will now reward credits (This will be monitored for abuse)
