If it helps with parsing this at all: When the barge is one's declared residence, when you fast travel to it - it puts you on the deck.

Also.... for some reason, it can be a hell of a trial escaping the barge at times as the elevator will often claim youre on the bottom level already when you're squarely in the hold. It can be a minigame at times just trying to exit.
